Abstract
The arrival of the waters of the São Francisco project on Paraíba land has become a reality. After a long and complex debate, followed by countless public hearings, demonstrations of those for and against the project, the water has arrived. Although the priority use is human supply, this region is a producer of fruit and vegetables, which reveals the importance of these waters for the irrigation sector. One of the receiving reservoirs of these waters is the São Gonçalo-PB dam, located between the cities of Sousa and Marizópolis, both in the high jungle of Paraíba. The reservoir is strategic, acting as a driving force for economic development and the solution to the water shortage in this region. Between the perspective of priority use foreseen in the Water Law for human and animal water supply (Law 9.433/1997) and the necessary use of the irrigation sector, which aims at local economic development through the São Gonçalo Irrigation Project (PISG), there is the problem of how to manage and govern the water, so that efficient use and participation in the allocation of this resource can be equated. In this way the present article seeks to analyze, through the deductive method and documentary analysis as a research technique, the interpellations between the constitutional guarantees of environmental preservation and the priority use of water resources, in line with a shared management model among users, public authorities and society.
