This case study identifies the main waterways gifts in Santa Maria - RS, in so doing seeks to identify the public actions for the conservation, recovery and preservation of them, assessing their effectiveness. Using the methodology of me-descriptive research (explanatory) can be identified in the literature, official and legal data on water resources in documents such as Environmental Code, the Constitution, laws and other regulations, as well as in the Master Plan of the municipality, normative and regulatory to the actions of public administration. Performing photographic records, one can draw the comparison between what should be done, what is being done, which efetivity of these actions and if those actions are not being effective and efficient, propose Mudandren, to improve this effectiveness. To understand the real situation of water bodies present in the urban area of ​​the municipality of Santa Maria, also highlights the inability of law enforcement, it can be noticed that, while there technical information, laws, action plans, as the Social Environmental Management Plan (SBP), there were no effective action in the conservation, restoration and preservation of these water bodies, within the city limits of the city of Santa Maria-RS.
