Abstract
Urban soils are often neglected, despite the specific and not so qualifying designation of anthroposol. However, in the current scenario of extreme climate events, actions regarding a new urban planning configuration that qualifies soil must be taken, since environmental impacts, are devastating a large part of the population of cities, like for instance flooding. Environmental licensing, an instrument, which autorizes a serie of human activities, can be used as a tool for indicators survey and actions promotion that value the environmental services of soil and vegetation. New urban indicators, which configure technical and sustainable urban zoning are need, especially regarding the soil quality and its occupation. Soil permeability and water recharge capacity are potential intra-lot indicators of greater representativeness than the permeability rates generally defined in the municipal Master Plans, based only on the ratio between built area and free area left for pluvial infiltration.
