A OBSERVAÇÃO PARTICIPANTE COMO INSTRUMENTO DE PROMOÇÃO DAS LICITAÇÕES SUSTENTÁVEIS

Abstract
The edition of Agenda 2030 of the United Nations (UN) reaffirms the concern of the signatory countries with the promotion of sustainable development, this in order to guarantee, at least, the balance of the environmental, social and economic spheres for the current and future generations. To achieve these goals, Brazil has been implementing sustainable bidding as a way of establishing a public policy to encourage responsible consumption and production. The study is part of a master's research carried out on the Paracambi campus of the Federal Institute of Education, Science and Technology of Rio de Janeiro and was aimed at investigating problems faced by public servants in stage of describing items with sustainable criteria and practices. The methodology used was natural participant observation, conducted throughout the material ordering process, preceded by bibliographic and documentary research. The results obtained show that the monitored individuals have doubts about how to effectively make acquisitions considered sustainable, despite past experience and demonstrated commitment. Therefore, it is inferred the importance of continuous training and the construction of a practical guide oriented to the real needs of the actors involved in the initial stages of the public procurement processes.
