ENVIRONMENTAL LICENSING: AN ANALYSIS ABOUT THE SLOWNESS OF PUBLIC BODIES AND ITS CONSEQUENCES

Abstract
Environmental licensing is a predisposing factor to the sustainable development of a country and its correct and efficient functioning is directly linked to the progress of a nation. This paper aims to show the consequences related to lack of agility and efficiency of environmental agencies to issue an environmental license and how this may affect sectors of the economy. The methodology used bases on bibliography research, as well as a case study in a marble mine located in Northern Bahia. The study shows the consequences that the delay of the environmental agencies brought to the enterprise and the region. Reports from the author's own experience are also present, since he lived all stages of the licensing process of the case study. At the end, it is presented proposals for solutions to this problem. The proposals are all linked to the restructuring of ambient organs, from increased staff, to increase the power of decision and independence of organs. The implementation of these proposals is the biggest challenge of the study, since they all depend on initiative and political will.
