Small and medium-sized municipalities do not have the resources to implement individual solutions for the proper management of urban solid waste (MSW). To remedy this problem, it is necessary to seek shared solutions. In this bias, this work aimed to define an arrangement of municipalities for consortium management of MSW together with the municipality of Araras/SP and to propose scenarios for sizing the minimum area necessary for the implementation of a sanitary landfill and other sanitation facilities. For the selection of municipalities, the following criteria were listed: geographic proximity, distance from the current disposal site and from Araras, participation of another consortium with the same purpose, conditions of the current disposal site and volume of waste generated. For dimensioning the area of sanitation facilities, the population projection was calculated during the project horizon (30 years) using the following mathematical models: arithmetic, geometric, decreasing rate and logistic growth. For the projection of the volume of waste, scenarios were prepared considering the gradual reduction of grounding of MSW in percentage terms: Base Scenario (0%), Pessimistic (20%), Probable (50%) and Optimistic (80%). According to the set of weighted criteria, 10 municipalities were categorized with high priority for participation in a public consortium with the municipality of Araras, they are: Analândia, Charqueada, Cordeirópolis, Corumbataí, Ipeúna, Mogi Mirim, Pirassununga, Porto Ferreira, Santa Cruz da Conceição and Santa Gertrudes. The estimated population of the arrangement is 665,000 people, who will generate around 4.6 million tons of MSW. To establish a safety margin for the project, in calculating the minimum area for installing the landfill, the value obtained from the Pessimistic Scenario projection (20%) was adopted as a reference. Therefore, the minimum area required for sanitation facilities will be 45 ha. In this way, the present work provides subsidies to public managers and is a guiding instrument for the formation of an intermunicipal arrangement for the adequate and shared management of MSW.
