It is understood that the decentralization of environmental policies can contribute to the strengthening of natural resource management and lead to new forms of development that prioritize sustainability. Managing natural resources responsibly has been a global concern, prompting society as a whole to rethink habits and behaviors in relation to nature. In this process, municipalities can act at the local level alongside the population to find solutions for better management of their resources, requiring a commitment from local authorities to establish suitable structures to manage these environmental demands. To conduct the study, information from the Brazilian Municipal Profiles, Environment, 2009/2020, conducted by the Brazilian Institute of Geography and Statistics (IBGE), was utilized. The use of this data allowed for outlining the current institutional framework profile of the 19 municipalities that make up the Territorial Consortium of Recôncavo, which responded to various questions addressed in the diagnosis. Throughout the research, it was observed that the decentralization of environmental policies plays a role in stimulating the construction of the administrative structure of municipalities regarding municipal environmental organizations on the national scene. Much still needs to be done, as many medium and small-sized municipalities face various obstacles to the realization of their institutional framework due to factors ranging from the absence of professionals to insufficient or nonexistent financial resources.In addition to creating the institutional framework, it is necessary to ensure the functionality of these essential elements for the implementation of environmental policies at the municipal level. Public administration must encourage and enable broad popular participation, as advances in the formulation of environmental policies are partly due to society's involvement in environmental management issues, as well as the execution and monitoring of projects.
