Currently, the difficulties in managing a territory, in its most varied aspects, have bothered public and private institutions in the conditions of meeting the demands of socioeconomic and environmental polices. Thus, this study proposes to present a theoretical approach on the knowledge system applied to territorial management demonstrating some essential theoretical concepts, principles and methodologies for the modeling of these systems, which in the case of this research is based on the hypothetical administration of the municipality’s natural and territorial resources of São Francisco-MG. CommonKADS was the methodology mentioned for mapping all opportunities and problems for the development of the knowledge system to support territorial management. In any case, this research pointed out that, when using CommonKADS, there are possibilities for constituting support systems for the management of natural resources (or hydrographc basins) that can give public agents greater performance on the condition aspects of use and occupation of the environment, because this type of approach is rarely found for the management of resources natural and territorial.
