Abstract
ABSTRACT
The inadequate management of house hold pharmaceutical waste presents it self as one of the major challenges of our time, dueto its chemical hazards and the risks of water contamination. This study aimed to evaluate the regulatory and operational landscape of Reverse Logistics for Expired or Unused Household Pharmaceuticalsat the federal, state, and municipal levels, focus ingon suggesting regulations for the municipality of Tucuruí. The research methodology consisted of thre estages: the first was mapping the current regulation satthe federal, state, and municipal levels regarding the Reverse Logisticsof Medicines; these cond consisted of a comparative analysis by technical axés of the regulations found; and the third wasthe proposal of mitigating measures. The results showed that despite the progress of the National Solid Waste Policy (PNRS) and State Law nº. 9.898/2023, Tucuruí still lacks local regulations, which ultimately weakens the success of Reverse Logistics of Medicines in the municipality, exposing water resources and the local ecosystem to environmental liabilities such as bacterial resistance and endocrine disruption of fauna. The research presented proposals for mitigating measures, such as the creation of municipal regulations that could use the regulations of municipalities like Belém, Santarém, and Capanema as a reference; the creation of intermunicipal consortia to reduce logistical transportation costs; and the creation of environmental education campaigns. This work concluded that structuring reverse logistics for medicines in the municipality is necessary to protect the heal thand environment of the region.
