Can inter-municipal consortia contribute to the challenges of implementing the Brazilian National Solid Waste Policy (PNRS)? Based on this question, the objective of this study was to conduct a bibliographical review, verifying the potential and challenges of inter-municipal consortia for the adequate management of solid waste. The search for articles used the following descriptors: “intermunicipal consortia” and “waste consortia,” considering the period from 2010 (the year of PNRS sanctioning) to 2023. A total of 1.353 articles were found, however, after applying the selection criteria, 17 articles were effectively analyzed. It is possible to verify that inter-municipal consortia contribute to cost reduction and expand the technical and operational capacity for solid waste management. However, some weaknesses were detected in inter-municipal consortia, highlighting the need for greater public participation in the political and legislative processes and challenges of public authorities.
