INTEGRATED SOLID WASTE MANAGEMENT PROGRAMS: AN OVERVIEW OF MUNICIPALITIES IN THE STATE OF RIO DE JANEIRO IN THE CONTEXT OF THE SDG 12

Abstract
The National Solid Waste Policy (PNRS) is an instrument that contributes to achieving the goals of SDG 12, proposing to ensure sustainable consumption and production patterns. From the overview of solid waste management, the State of Rio de Janeiro had the first city to meet the PNRS, and the municipality of Rio de Janeiro has stood out since 2019 for presenting the best Urban Cleaning Sustainability Index. The objective of this study is to present, in general, how the State of RJ has been acting in compliance with the PNRS, analyzing the management of solid waste in its municipalities, from the implementation of Integrated Solid Waste Management Programs (PGIRS). From the survey of official data and documentary research, it was observed that the State of RJ, between 2013 and 2017, showed a slow growth in relation to the preparation and implementation of PGIRS. The municipalities claim financial difficulties for investments, compromising the fulfillment of the objectives of the PNRS, however it is important that each municipality consider strategies, such as selective collection, reverse logistics and environmental education to be implemented as principles from the Municipal Plan for Management of Solid Waste to ensure quality of life and sustainable development in all municipalities in RJ.
